Russian skeleton to build permanent Moon base

Is a space competition on again?
Reuters reports that Russia’s state-run news group TASS says there are skeleton in a works for a permanent, manned Russian lunar bottom by a year 2030.
The goal will occur in 3 phases and will hunt for H2O on a Moon that can be used by organisation during a base.
The initial rockets will lift a lunar lander and rocket theatre to a moon.
The second proviso will lift another rocket theatre and modernized organisation transporation system.
The third set of rockets will lift a third rocket theatre along with a lunar bottom itself.
A manned space car would start orbiting a moom in a year 2028.
